I don't know if that is 100% accurate. Here is the bulletin:

http://sero.nmfs.noaa.gov/bulletins/pdfs/2012/FB12-017_SA_Comp_ACL_Amend_Final_Rule.pdf

Here is the entry into the federal registry:

http://www.gpo.gov/fdsys/pkg/FR-2012-03-16/pdf/2012-6450.pdf

As far as I can tell, the season that you mention only applies to recreational wreckfish.

Sometimes I love my wife. She read this and says to me, "we better get out there quick and get as many as can over that rail!"

What does this mean??

In addition, the final rule specifies the following management measures:
Recreational sector for wreckfish (Snapper-Grouper
Fishery Management Plan):
- One wreckfish per vessel daily recreational bag
limit.
- A closed season of January 1 through June 30, and
September 1 through December 31 each year.

Dolphin (Dolphin Wahoo Fishery Management Plan):
- Prohibit recreational bag limit sales of dolphin from for-hire vessels.
- Establish a minimum size limit for dolphin of 20 inches (50.8 cm) fork length for South Carolina.

Only 1 daily bag limit per boat?
It looks like Grouper Snapper will open only from July 1 - Aug 31?
And why only S.C. with 20" Dolphin??

I hope I am reading this wrong!!!

If I'm not mistaken, FL has had a size limit for years on dolphin.

No, a wreckfish is a species that is also in the snapper\grouper complex: http://en.wikipedia.org/wiki/Wreckfish

Currently, there is NO recreational harvest allowed. It actually sounds like they are opening it up to recreationals.

I have no problem with a 20" min on dolphin...that makes much more sense than 95% of the other regs passed within the last 3 yrs...

I don't have a problem with it either. But histiry tells us this is just the begining in closing down a fishery.

the same minimum that Florida has had for a long time. Dolphin are able to spawn at around 12" so they want to give the fish time to spawn once or twice before they end up in the frying pan.

there is actually some sort of science around this.

per the link...

"Currently, the dolphin minimum size limit is 20
inches (50.8 cm) fork length, for the Federal waters off Florida and Georgia. This final rule extends the applicability of that size limit from Florida through South Carolina to ensure consistency in the regulations as well as help prevent the large scale harvest of very small dolphin"

Establishes annual catch targets for the recreational sector (Snapper-Grouper, and Dolphin Wahoo Fishery Management Plans); and accountability measures for recreational (Snapper-Grouper and Dolphin Wahoo Fishery Management Plans), and
commercial (Snapper-Grouper, Dolphin Wahoo, Golden Crab, and Sargassum Fishery Management Plans) sectors.

Once they establish annual catch targets, limits will soon follow. I am surprised you didn't catch this.
