So the Comp ACL amendment was sent off in Decemeber 2011, it has been over 45 days. Where is the published final rule? Did all that hell raising put a dent or blockade into Anti-fishing league plans?
Maybe I am naive about this, is there some goes into effect clause that NMFS has in its' tool box to ensure the AFL gets it way as written into the Magnuson-Stevens Act. I was under the impression, that Sec of Commerce Bryson can accept it, partially accept, reject it, and/or send it back.
What is everyone elses thoughts? |
