 Legally how many in salt water?

In the state of South Carolina, I know that in fresh water you can use as many rod & reels as you wish fishing from a boat, but on shore it is only legal to use 2 per person.
I can not find it listed in the salt water regs, when surf fishing how many rods can you legally use per person?
Also how many when fishing from a fishing pier per person in South Carolina?

most piers will have a set rule of two rods per angler.some will let you use more depending on how crowded it is.
i have been checked by dnr while surf fishing.i had 4 rods out nothing was said.i have seen people with 10 set ups out.if the area is crowded i generally stick with 2.
