The 4th
of July
The 4th of July weekend is upon us and while getting
out on the water is a great way to spend a day off, if you are not a
patient person or are in a hurry, heading for the waterways may not
be what you want to try to do. The crowds on the water and at the
boat ramps are guaranteed to be huge. There will be long lines and
waits at the boat ramps to get in and out of the water. There will
also be plenty of people operating boats while consuming large
amounts of alcohol out in the blazing hot sun. If you still feel you
need to get out on the water there are a few tips sent to us by Boat
U.S. These tips are geared toward the 4th of July around harbors
with fireworks, but many of the tips also apply to boating in large
crowds. We hope everyone has a great and safe 4th of July.

Secretary of Commerce
Names 30 to Fishery Management Councils
The Commerce Department today announced the appointment
of 30 new and returning members to the eight regional fishery
management councils – important partners with NOAA’s Fisheries
Service in determining how ocean fisheries are managed.
The councils, established by the Magnuson-Stevens
Fishery Conservation and Management Act, create comprehensive plans
for marine fish stocks in their regions. Among their goals is to
fulfill the act’s charge to end overfishing of 41 stocks by 2010.
NOAA’s Fisheries Service works closely with the councils during plan
development and also reviews, approves and implements the management
plans developed by the councils.
“We welcome the new and returning appointees to these
important councils. They play a critical role in ensuring
sustainable marine fisheries, which are in turn vitally important to
coastal communities and coastal economies,” said Jane Lubchenco,
Ph.D., under secretary of commerce for oceans and atmosphere and
NOAA administrator. “This is an exciting and challenging time for
fishery management, and the councils’ efforts ensure that the public
is well represented in this process. These are the
experts--fishermen and scientists, leaders in their regions--who
will help us achieve sustainable fisheries and maintain vibrant
fishing communities.”
Council members represent diverse interests -
commercial and recreational fisheries, environmental concerns and
academia. The secretary of commerce selects a total of 72 appointed
members to the eight regional councils. Thirty are being named or
reappointed for the next term, which begins on August 11.
Each year, NOAA’s Fisheries Service solicits
nominations from the governors of fishing states and oversees the
annual appointment process. The secretary must select council
members from the list of nominees provided by the governors to fill
obligatory and at-large seats that have become available due to an
expiring term, a resignation or other reasons. Obligatory seats are
state-specific, while at-large seats can be filled by a person from
any of the states in the region. Council members serve three-year
terms, and may be reappointed to serve up to three consecutive
terms. Approximately one-third of the terms expire annually. An
asterisk (*) indicates a reappointment.

North Carolina and South Carolina. The appointees for 2009 fill
obligatory seats for Florida and Georgia and two at-large seats.

Artificial 'Reef-Ex'
Project 2009 Dedication Ceremony
The Artificial "Reef-Ex" Project 2009 dedication
ceremony will be held Tuesday, July 7th at 11 a.m. The ceremony,
hosted by the Jim Caudle Memorial Reef Foundation, will take place
in North Myrtle Beach at the picnic area adjacent to the Harbor Gate
Marina, situated under the Highway 17 overpass along the
Intracoastal Waterway.
The deployment will take place the following morning, July 8th, for
those interested in a boat ride to the reef site.
The S.C. Department of Natural Resources (DNR)
Artificial Reef Program works with S.C. Army National Guard to
deploy surplus equipment, such as armored personnel carriers and
shipping containers, onto artificial reef sites along the coast.
This unique partnership, Reef-Ex, has taken place since 1997. This
year, donated materials will be placed onto the Little River
Offshore Reef and the Jim Caudle Reef, located off of Little River
Inlet in Horry County. The materials create thriving habitat, and
with this refurbishing project, the reef sites are teeming with a
wide variety of marine species.
Featured speakers will include: John Frampton, DNR
Director; S.C. Army National Guard Sergeant Major John W. Barr, Jr.;
additional representatives from the Army National Guard Bureau.
Interested media please contact DNR by June 30th if you will be able
to attend the dedication ceremony. A catered lunch, provided by the
Jim Caudle Memorial Reef Foundation, will follow immediately after
the dedication. All media are invited to attend the artificial reef
deployment on July 8th.

The Final Word |
The
fishing this past week has been really good. There have been
great catches of dolphin offshore. The wahoo bite is still
consistent and the number of sailfish are on the way up.
There have also been several blue and white marlin caught.
Closer to shore the king mackerel bite is really good in
40-60 feet of water over areas of live bottom. The spadefish
are on the artificial reefs and are hitting jelly balls and
shrimp. Sheepshead fishing is really good around the jetties
and area docks. The redfish and trout are hitting top-water
lures in the early morning and evening hours and are hitting
live bait and soft plastics any time of day. The flounder
fishing is very consistent using live mudminnow and finger
mullet around creek mouths and inlets. Surf fishing is going
very well with some nice redfish and bonnet head sharks
being caught. The tarpon are also beginning to show up. Have
a safe and happy 4th of July.
Tight
lines…
