Questions on fishing off Folley Beach Pier

I’m in town for work from Wisconsin and I’ve got the weekend to kill so I figured I might as well try to catch some fish. I saw that for like $15 you can rent a fishing pole and get a day pass to fish off of the pier. Does anyone know if you’re allowed to venture off the pier and go surf fishing somewhere down the shore? I’ve gone surf fishing in the gulf before and used some sort of jig with a weight on the bottom and a couple lines running off of it a few feet up, does this work well for fishing off the pier and in the surf? What should I be using for bait? Any and all tips help, I’ll be happy if I catch anything. Thanks!

Double drop rig with half shrimp, fish behind breakers.
Your question about pier pass. Only covers on pier, they have a blanket license. To fish in the surf, you’ll need to buy a license.
