Winter Sheep Habits

So I catch Sheep from Mid- late March - December usually at the jetties in warmer months then structure around harbor in fall months. Seems like after Dec 31 I’ve had limited success until cycle starts again. My question is this do the fish in late fall leave? Do they move to the near shore jetties? Or do they just stop feeding in the middle of winter. Also in the summer do these structure fish then move to the jetties or do people think their still there when the harbor gets real warm?
