Commercial Crabbing Issue

In an area I fish there’s a new commercial crabbing boat. The boat consistently places traps on oyster beds that are 2-3’ deep at high tide and completely out of the water at low tide for hours at a time.
I’m not sure how to properly address the issue without putting a target on my back. According to eregulations, it isn’t legal to have crab pots fully out of the water.
Multiple times I’ve paddled up to these traps to see dried up crabs in the traps, but I didn’t move the traps because I know its wrong to move someone’s traps.
Ideas on how to address this? Best to go through DNR?

Yep, get the numbers off the floats and report them to DNR. GPS coordinates would be helpful if you have them.
